CCSP Invited to Jiangsu–Central Asia Industry-Education Integration Conference; Chairman Yuan Zhizhou Delivers Keynote Speech

On June 12, the Jiangsu–Central Asia Industry-Education Integration Conference was held in Astana, Kazakhstan. Xin Changxing, Secretary of the Jiangsu Provincial Party Committee and Chairman of the Standing Committee of the Provincial People's Congress, attended the conference and delivered an important speech.
As a representative Chinese enterprise with deep roots in the Central Asian market, CCSP was invited to the conference. During the event, CCSP signed a cooperation agreement with Nanjing Vocational Institute of Science and Technology to jointly establish an overseas industry college for intelligent manufacturing. The two parties will deepen collaboration in areas such as smart construction, vocational education, engineering talent development, and overseas training base construction, aiming to promote the localization of Chinese engineering standards, industrial experience, and vocational education resources in Central Asia.
On the sidelines of the conference, the “Jiangsu–Central Asia Digital Industry Overseas Base” was officially inaugurated, with CCSP Chairman Yuan Zhizhou attending the unveiling ceremony. The new base serves as a cooperation platform connecting Jiangsu’s digital industry and intelligent manufacturing resources with Central Asian markets. It also provides an important vehicle for Jiangsu-based enterprises to carry out technology transfer, talent development, project collaboration, and localized operations in Central Asia. For CCSP, this platform will further help integrate industrial resources from Jiangsu, expand cooperation networks in Central Asia, and facilitate the global reach of Chinese technology, equipment, and services.
In his keynote speech titled “Dual-Wheel Drive: A New Paradigm for Local Talent Cultivation,” Chairman Yuan Zhizhou noted that as the Belt and Road Initiative moves toward high-quality development, Chinese enterprises going global should no longer focus solely on short-term projects or single contracts. Instead, they should place greater emphasis on creating long-term value and building local ecosystems. As a Chinese company deeply rooted in Uzbekistan, CCSP has consistently pursued a “dual-wheel drive” strategy combining industry and education, exploring a new paradigm of “extensive consultation, joint contribution, and shared benefits” in Central Asia. In response to common challenges faced by Chinese enterprises overseas-such as efficiency, quality, and talent-Yuan highlighted that CCSP is leveraging its GEC Global Engineering Elite Corps system to advance the export of education, management, technology, and labor services. By integrating Chinese engineering standards with local Central Asian labor resources, the company aims to solve the “last-mile” challenge of aligning Chinese technology with local talent.
“True sustainable international cooperation must be built on the foundation of localized talent cultivation,” Yuan emphasized. He added that CCSP will also deeply engage in the development of the Zhenghe College, promoting an industry-education integration model where “enterprises raise the questions, colleges solve the problems, and talents deliver the answers.” By transforming its industrial park and engineering projects in Uzbekistan into overseas training bases, CCSP will explore a talent development mechanism where “students are employed upon enrollment and certified upon graduation.”
The Jiangsu–Central Asia Industry-Education Integration Conference was hosted by the Jiangsu Provincial People's Government, the Ministry of Science and Higher Education of the Republic of Kazakhstan, and the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, and organized by the Department of Education of Jiangsu Province and the Department of Industry and Information Technology of Jiangsu Province.
